There is a PhD mafia even for entry level quant roles at IBs and/or HFs. Is it justified? No, I don't believe a phd is necessary and a masters + genuine curiosity and talent is sufficient I think, but fact is PhDs are usually asked for. More traditional buy-side firms don't usually require a PhD for (entry level) quant roles.
